New Report for the European Parliament: The Situation of Artists and Cultural Workers and the post-COVID-19 Cultural Recovery in the European Union

Dr Mafalda Dâmaso co-wrote with Culture Action Europe (the main European network of cultural networks, organisations, artists, activists, academics and policymakers) a new report for the Committee on Culture and Education (CULT) of the European Parliament titled “The Situation of Artists and Cultural Workers and the post-COVID-19 Cultural Recovery in the European Union”.

The report’s findings will feed into an INI (own-initiative procedure) report by the CULT Committee. If it is adopted by the European Parliament, the latter will request that the European Commission put forward a legislative proposal on a European framework for working conditions in the cultural and creative sectors and industries.

Based on recent studies and scholarship focused on artists and cultural workers in the European Union, the report provides an overview of the working conditions of artists and cultural workers across Europe, namely regarding their status, income patterns, and career and mobility challenges. In light of these findings, the report examines EU competencies in the field of culture and in other policy areas and identifies several policy options to support artists, cultural workers and the EU’s cultural recovery after COVID-19.
